"Both 150 Street and 149 Street were re paved in November 2010 and April 2011, respectively. But the areas around many of the manholes were not flush. So DOT chopped up 3 foot squares around them and threw down some cold patch asphalt. As we all know cold patch is not smooth, and does not last. So they keep going back constantly throw down a shovel or two of more cold patch. They need to use hot asphalt and hot tar for the seems and where it meets anything like utility grates and manhole covers.
