I've never seen a sewer line so close to the street level before. I guess that's one way to prevent illegal basement conversions.
I guess the house and street date back quite some time that that pipe is that high up. Obviously for great reasons, the home owner is more than concern that the pipe will be blocked or that in a bad rain storm he could also face major flooding in his basement.
