I say ticket and tow! Or better yet, let the scurvy bastard walk the plank.
It should also be the job of the FDNY to ticket and tow ANY vehicle blocking a hydrant or parking within the 15 foot distance.
If the vehicle is a city vehicle, the driver and the supervisor must be immediately terminated. (Why the supervisor? We'll get some supervision if his-her job is at risk.)
Ticket and instantly tow. The fine should be enough to have the driver lose his/her home.
NYPD and FDNY must both be responsible for ticketing and towing.
Blocking hydrants is a deadly violation.

FDNY can and does write tickets. They don't do it much cause they're too busy watching tv,working out or sleeping.
Although this may be convenient for some (usually able bodied individuals who could easily find a legal spot elsewhere just steps away),they should realize how dangerous a situation this can impose on the safety of their family and neighbors. In case of a fire, seconds count!!! Thus the steep fine for this hazard. Where are all those traffic agents when this condition exists? You know, the ones who issue tickets to old people who stop momentarily in the bus stop to let their elderly spouses out to go to their doctors or pharmacy ? And the police officers from the 104 PCT that were in such a hurry to issue summonses to homeowners having a beer on their front steps this summer? Tow these miscreants.
Lewandowski, where are you, isn't this in your own neighborhood?
Actually in the event of a fire the correct procedure is to smash the windows with a fire ax and thread the hose right through.
