Look at the picture. It's a cellar apartment. Outlawed decades ago because they are firetraps and can't be legalized.

Actually that is NOT true. If you rent out the 1st floor and the basement as a combined apartment they can sleep in the basement....
Its when they are rented separately then its illegal...
