That's not a DOT sign. My money is it being on some art collective nonsense.
Dot does some dumb stuff but I don't think this sign is theirs. They usually post signs up on a pole not ground level, and they say Dept of transportation on the bottom of the sign. Some developer probably got a permit to close the street and was required to post a sign notifying people, and this is what they did.
