MTA won't stick to sound barrier promise

The MTA is reneging on its promise to put up noise mitigating plants next to the railroad tracks on Barnett Avenue, according to community leaders.

Two MTA representatives spoke to members of Community Board 2’s Land Use committee Wednesday and said that the plants were no longer part of East Side Access project.

Eric Zaretsky, director of community outreach for the MTA East Side Access Project, said that once the retaining walls were built there was nowhere for any plantings to be rooted.

“There is no soil, it’s all rock,” Zaretsky said. “There’s no irrigation… and there is no budget to maintain it.”

Lisa Deller, chair of the Land Use Committee, said that there are constant complaints about noise stemming from the railway line and that this was promised when the MTA took on the task to build the $10 billion East Side Access, which will connect LIRR riders to Grand Central.

While plants would be nice, that's not the only way to mitigate noise... So this is just the MTA saying screw the community.

this is why you don't ever trust the MTA or the city unless there is a budgeted plan in the works

It's obvious: The contractors lining up for the sound abatement didn't pay so they don't play.

The contractors lining up to recreate the ghost Elmhurst station are paying so they will be playing.

Clearly defined, low-cost (relative to the estimated $20 billion to complete ESA)requirements like noise abatement just don't leave enough opportunity for graft.

I'm told that the whole plan for the ESA deep cavern was specifically to drive costs through the roof - there is apparently no good engineering reason why LIRR couldn't use the existing side and loop tracks on both levels in GCT (the ones towards Lexington Ave passage), except that option would require no new station construction and as such would have cost much less.

Can't they build walls with an indentation with dirt on top and grow vines down to cover the walls? I've seen walls bordering some highways that do exactly that.

Yes and by doing it that way the vines will grow to mature size and stop once they run out of soil.

There are a ton of ways to solve the problem. They just dont give a shit
