Queens Councilman Paul Vallone said yesterday he is drafting legislation that will seek to regulate the number of illegal drones flying around New York City. The Queens district attorney’s office approached Mr. Vallone about clamping down on the unmanned aircraft, which Mr. Vallone said fly dangerously close NYPD helicopters, LaGuardia Airport and Citi Field.
“The first thing is to give the police department and fire department the ability to make a decision about drones without restriction. They should be allowed to take whatever measure necessary to regulate them,” Mr. Vallone told The Observer.
The goal of the legislation would be to empower authorities to better enforce Federal Aviation Authority Law regarding drones. The FAA bans drones for commercial use, though hobbyists are allowed to fly them in parks no higher than 400 feet. Mr. Vallone said city authorities currently have little guidance about enforcing these regulations.
Mr. Vallone also wants to introduce more local regulations to mirror federal law that would ensure the city is protected from any potential terrorist threats. The United States and other countries now use drones to carry out attacks on enemies.

What makes Vallone think the assholes and perverts looking in windows with the drones and cameras will obey the law ?
This is only going to get worse as battery's get more powerful and lighter, the motors are already here.
---Any ham radio operator or GROL license holder knows how to deal with these commercial drones and it's pretty easy. One need to find there operating frequency's with a unblocked scanner or spectrum analyzer then "own them" with a stronger amplified signal or directional high gain Yagi antenna.
Now given that info these cheap commercial drones are a real danger because they don't use spread spectrum or encryption meaning they could be hijacked and flown into something by some terrorist with a 2nd set of controls driving an amplifier.
It best to just ban them all !!!
This law should allow both qualified civilians and law enforcement with the "know how" to electronically confiscate these expensive toys if they are used illegally.

Why is the governments first reaction to anything new always "bans and regulations?"
Sometime you need new laws for new technology's. (thats the ONLY new laws I support)
These drones and new equipment suitcase-size device like the "Stingray" (the local cops & government abuse as a fake cell tower to spy & data mine law abiding citizens is getting really dangerous as they become smaller, more powerful and cheaper.
We are loosing all our rights !!! Some of this gear can remotely turn on your cellphone camera, mic listen and steal you data and contacts data!!
Notice how AT&T will only only activate certain phones with firmware that cant be "re-flashed" to turn certain hidden apps & spyware off and force everybody on 4G. Don't take that free "upgrade' phone !!!!!
sure these elected ones and cops get uptight when the potential harms of excessive surveillance from drones effects them.Like when regular people start to buy and use them.Say one drone operator decides to tail a few crooked cops he or she is familiar with,and catches them in the act of beating down a guy or meeting with some gangbanger or some mook.Or maybe following petey and his ilk meeting some sleaze and making a dirty deal.
yeah of course he's concerned with the fourth amendment and your personal space now.Just like the supreme court with their decision on warrants for searching cellphone records.

That's fine for the analog system.
Once that becomes known these playthings will have their command language digitized and encrypted -just like your common digital cordless phone.
