Ceding City Council authority was a stupid thing to do

City Council Speaker Emeritus Peter Vallone Sr. – City Council Subcommittee on Planning, Dispositions and Concessions Hearing, October 17, 2008:

"It took many, many years for the United States Supreme Court to declare the Board of Estimate unconstitutional and to say that only the City Council, only the City Council, has jurisdiction over land use. And while the Administration may propose, as it does a budget, this Council has to dispose." …

"So now you have a situation where they're asking the Council to say yes, you have land use power, but we will – the Executive Branch – we will make this so much better." …

"I can't believe that the Council would say to the Administration oh, hey, okay, take over. You're – forget our jurisdiction. You take it over 'cause you know better than us."


Testifying and making lucrative land deals for some (but not all) of his clients was stressful, so Pops partied...

I say stop complaining about it, get a group of people and set up a schedule, make some signs and plant ourselves in front of our elected officials offices alll day every day. Heck in the cold, park your cars in front of their offices holding out signs.

Let them know we are holding them acountable and are demanding they do their jobs.

Send out a mass email, post it on their Facebook pages, get the word out, let people know, and get out there.

My not-for-profit group hired Constantinople and Vallone to help us lobby for a community project. They locked us into a very expensive 6 month contract, but they told us they could talk to people in the highest levels of government to make this happen, so we signed on. Getting them to do work was like pulling teeth. Every month, they would discuss over the phone a blueprint for making this happen but then never followed through. They seriously would repeat the same thing every month and we'd ask them to just do it already. Sadly, our group came up with most of the ideas and did most of the work. There never were any meetings with high level people at the mayor's office, just with the same lower level electeds that already supported the project and others who didn't require much convincing. The final month of the contract they cashed our check and did absolutely no work on the project at all. I would not recommend the Vallone firm to anyone.

After 4 months I would have put a stop on the check. When you sign an agreement, there are points and timetables. If month after month goes by and nothing happens, you just don't idly stand around.

Or were you afraid to "kindle their anger" by standing up to them?

No, I think paying was the right thing to do because when they are taken to court, the judge will see that one side lived up to their side of the contract (paying) and the other side did not deliver the goods according to the contract.

Remember, by law lobbyists have to log who they call and meet with as well as record payments by clients, and those records will clearly show whether or not the mayor's office was approached and if the client was up to date on payments.

Go get 'em.

There are no points and timetables in a Vallone agreement. You are supposed to be happy you have a star like Peter Vallone associated with your name. The old man is a smooth talker and when he starts in with his Mother Theresa and going-to-mass shtick it makes you think that he is sincere, truly cares about you and what your problems are and would never rip you off. I don't know how much he is involved with the day-to-day operations of the firm; I think it's more the silent partners you have to worry about.

They like to claim that they only lobby on behalf of projects that are for the good of the city which is the biggest joke I have ever heard.

They make their big bucks off long term contracts with garbage contractors and developers. If Huang or Scarano asked for representation, they probably would claim his projects were for the good of the city. They already have Shady Shaya listed as a client...the guy who fled the country to escape lawsuits.

I was once in the Council Chamber when he was Speaker. He pointed out to some guests from Italy an image of the Virgin Mary in the wood paneling in the back of the room. [Hey Peter, am I right or wrong? It's to the left of the Men's Room in the back of the room.]

His "star power" name is being being used by the Young Turks. Soon they'll take his car keys away. Too dangerous for this nut job to be on the highway.
