They may be swimming across. Many don't know this but they are excellent swimmers and climbers
I have experience with these bastards when I lived in California. They are the worst animal predictors you can possible have.
Intelligent devils who stalk out prey then go suddenly go into attack mode. Usually pets first but wont hesitate going after small people & children if hungry enough.
I seen 2 effortlessly drag a 60 pound pig right over a 6 foot fence and run off with it.
--Hopefully some people will do the right thing if they find one in there yard or back porch door
Back when I was in school I did research on urban coyotes. Basically since the 50's when we built the interstate highways the coyotes spread out from the west into every city in the United States. My group estimated there were over 100 coyotes in Chicago at the time. You will never see them though unless your really know where and how to look.
there are many "coyotes" charging asian illegal aliens $30,000. per body, to cross the Rio Grande river into the U.S. they eventually arrive in Flushing ,Queens.
