Not only pay for it but what happens when it snows and the tracks are covered? What happens when torrential rains hit and the below ground open air railway is flooded? Who removes all the trash and other crap that's discarded on the tracks? Where are the stations going to be? Who will police the riders as mass transit attacks are on the rise?

Presumably the same things they do with all the other above ground trains and railways. Why would this line be any harder to clean and maintain than any other?
