Huang house plans questionable

It's interesting that Tommy Huang is still allowed to have his architect submit self-certified plans to the Buildings Department, especially considering that this particular building at 57-39 Mazeau Street was shut down by DOB for violation of the zoning code as well as for building contrary to approved plans. But, this time they have the zoning correct. R4-1 allows for no more than 2 units.
However, what's up with this? There appear to be 2 1/2 units when you add up the units column, and 12 habit rooms? Also, there is only a garage listed at ground level, so why are there also habit rooms listed for that floor? How does 1/2 a dwelling on the 2nd floor have as many habit rooms as the full unit on the 3rd floor? Is the Huang clan trying to pull another fast one and has DOB fallen for it? Or is someone at city hall in their back pocket?

I believe DOB helps Tommy Huang and Scarano, etc to get away with these things because they have special deals with the city. God knows what goes on in the backrooms of city hall.

This is the exactly the problem with self certification plans - they are self-serving (untruthful) and conflicted (what architect takes a project to have plans rejected).

If self certification were abolished, development in Queens would ground to a halt and the garbage built and or converted would not been approved by an onsite visit by an independent inspector.

on some judges, politicos, city officials ,
department heads, various lackeys, etc.

Maybe
his extortion/blackmail game goes this way:

They either "look the other way"
or else he threatens to expose them.....
while keeping the evidence
of their "indiscretions" securely locked up!

This posting and all these comments are so obviously threatening, that, if Lancaster fails to get the police on the case (perhaps the 104th precinct), I'll lodge the complaint.

Exposure of corruption of any employee with a snout in the trough is a threat to their financial status.

Seung and Costa are the engineer and architect who self-certified Tommy's 223rd Street Bayside Fiasco. They both need to have their licenses revoked. Rumor has it that there was (or is) a forensic investigation into that property. You wait and wait and nothing significant seems to happen, even with all the inquiries, complaints and newspaper articles that have been generated by this horrendous project.

The Huangs do not even come by to see that their property is secure or to collect their mail from the City agencies which is strewn around the front lawn with piles of other dangerous construction debris (violations of course, which they just ignore and certainly don't pay). The construction fence is down once again creating yet another dangerous situation. The houses are visibly rotting away.

Curiously, corporate moves having to do with the ownership of the first and second houses have taken place. It appears that the first two houses have changed hands since the project began. Phones were installed a long time ago in the first two houses in the names of Linh Huang and Henry Huang. Does being owner occupied for two years somehow reap capital gains or other tax benefits? Maybe the tax aspects of their business dealings need to be explored?

Buyers have come and gone and still no certificates of occupancy. Let's see if HRH Construction can turn this project around for them. Let's see if their new land use legal team can get their permits back so that they can keep their 4 houses, 3 garages and private road approved. Let's see if Seung and Costa are willing to do anymore work on this project. The two sons will tell you that they can afford to sit with this unfinished mess for years. After all they have more than 75 projects going on at any given time. Does it matter to them that 40% are closed down? It does not appear that it does.

So much for the DOB keeping Tommy on their radar screen. The DOB does not appear to come by on a regular basis to "so-call" monitor the situation.

Councilman Avella, Senator Padavan, Congressman Crowley and supposedly the State Attorney General are all having a look into this matter. Meanwhile, the property continues to be unsafe and an eyesore.

It does not appear that any plumbing permits were ever issued on either address. I find that rather suspect since the records show a great deal of plumbing and sewer work. Correct me if I am wrong someone.
