Do you seriously think the Dept of Sanitation is going to pay OVERTIME to employees to pick this up on a Saturday night/early Sunday morning?

Then we'd have complaints about the NOISE being made.

The blame lies with the people who put their household trash in these receptacles, or who can't be bothered carrying their trash to the next place if one is full.

No the blame lies with the illegal apartment owners who tell their tenants to throw their trash in the public receptacles so as not to attract attention to the vast quantities of trash being produced at what is supposed to be a 2 or 3-family home. And the Mayor and DOB who look the other way as this happens.

Crapper you're so right. We have the same problem here in Glendale. I sit in the park and see people come out of their apt with black garbage bags full of garbage. I've reported the problem to 311 but all they say is that someone will come pick up the garbage within 2 business days. By that time the garbage is blowing down the street and I have to sweep 3-4 times a day to keep my sidewalk clean so I don't get a ticket. I spoke with a friend about taking pictures as its happening and I was told that I would be arrested for harassment! Boy did that piss me off. I've given up.

Harassment my ass! This is a YouTube world, like it or not. CntrySigns, get proof by camera, on video, whatever. But then who to send it to? The seemingly logical place to send it would be the Dept. of Sanitation, but they'd just ignore it. I'd suggest giving it to one of the local news broadcasts. Pick your favorite. They'd have a field day with it, I'm sure.
