I'd add a 13th and make it a baker's dozen.

ALL BUILDING INSPECTORS (
maybe all DOB employees)
are to be POLYGRAPHED (let's say 4 times a year)
to insure that they're not crooks.

In the early 1990s....
NYC did a "SWEEP" and arrested 14 building inspectors for bribe taking etc(9 from Queens).

This was followed by a second wave
of house cleaning of the DOB.

THIS IS WHY WE HAVE A SHORTAGE
OF INSPECTORS TO THIS DAY!

It seems you can't win for trying.

Either we have a sufficient number of crooked inspectors or we have a few honest (?) ones.

These are good suggestions and must be implemented now!

A principle of operation must be: The penalties for a violation must be so frightening that any developer/builder/worker would be hyper-vigilent to prevent the violation.

Inspectors, supervisors, managers and commissioners in DOB must face penalties that will beggar them any time a complaint is mishandled/mismanaged.

An inspector is on the take? Fire the commissioner and all in the chain down to that inspector.

And inspector allows a violation? Same as above.

How is an inspector any less responsible for deaths and injuries that the cops involved in a faulty shootout? Cops go on trial with drumbeat regularity; why not inspectors and the chain of command?
