He should step down until this is resolved. His behavior has paralyzed the community, brought shame (if that is possible) on the city council and has distracted the community from going forward and addressing the real issues.

Word on the street is that Gallagher will be indicted by the end/early next week.
In addition, two other woman have come forward.
And the biggest news is that a third investigation is under way for misuse of his office and duties besides campaign investigation.
Talk about the final nail in the coffin!
