Manhattan Borough President Scott Stringer wrote an Op-Ed in the NY Post explaining that instead of just rezoning a few blocks to allow for Columbia University to expand, the city should REZONE ALL OF WEST HARLEM.Meanwhile, the Bronx's CB 12 wins 'major victory' for rezone.
