Crap in the yard, part 2

Here we have a strange plan for 53-51 63rd Street, Maspeth. A one-family duplex is being constructed in someone's side yard.
Plans for a garage on the premises were disapproved by the buildings department, which raises the question as to what the structure in the far left of the pictures is if not a garage.
Here's the original house, with its bars on the windows and gaudy balcony.

What kind of procedure is required for this action? We usually see Zoning Lots divided into tax lots. This one says Zoning Lot to Zoning Lots. Subdivision of 53-55 63 Street

Doesn't City Planning have to be involved in creating Zoning Lots?
