Adios, chica, chica!

From the Daily News:

Glossy cards emblazoned with graphic images of scantily clad or nude women may soon become a thing of the past in western Queens.

The state legislature recently took aim at prostitution by making the distribution of "chica" cards a crime punishable by fines and jail time. Gov. Cuomo is expected to sign the bill into law as early as this week.

The cards have phone numbers to escort agencies and are mostly handed out to men walking along Roosevelt Ave. in Jackson Heights.

But instead of winding up in their pockets, many of the X-rated cards are tossed onto the street and wind up in the hands of curious children.

You describe them as X-rated cards, but you only show at best a PG rated card. Where are these X-rated cards you speak of?

And if anyone really thinks they are protecting kids from nudity or scantily clad women by banning these they are pretty naive.

I have featured the X-rated cards on the blog previously. There is nothing wrong with protecting children from pornography while they're on their way to and from school.

what is the law on filtering it from the library computers /internet that everyone in the country that has a telephone pays for.

check "universal connection" on your phone bill.
multiply the monthly cost X12 = your yearly charge.
multiply your yearly cost X 300,000,000. american clients = total income to internet companies. for ONE YEAR.

Al Gore and Bill Clinton got Att/ Verizon to bill you,without your request for this service. they then got gigantic campaign contributions from the internet companies.

The library computers are set to give you the option of filtering in the adult rooms. They filter automatically in the childrens' section.

Do you have a problem with that?

Right, where do you see anything illegal advertised? Does the ad mention sex, prostitution, or money?
What about those immigrant bars where Mexicans pay $5 to dance with women and are perfectly legal. This card COULD be advertising that. We all know what it is, but if they don't say what they are offering how can the law fill in the blanks and say it is illegal?
It's the same principle behind prostitution busts. The cops cant just walk up to a street walker and arrest her for prostitution; services in exchange for tender need to be offered first.

There have been plenty of prostitution busts and sex trafficking rings broken after following the leads on these cards. What the bill did was make it illegal to distribute obscene material in public.

or material that depicts nudity to more than 10 people in a public
place with the intent to advance or profit from prostitution to the
current penal law which prohibits the promotion of prostitution in
the fourth degree.

How do you prove they are actually promoting prostitution unless you effect arrests for prostitution from said cards?
To put it another way, how do you enforce this law without a prostitution sting? Scantily clad women are used to advertise everything from clothing to beer to night clubs. Wouldn't a defendant simply claim they were advertising a dance club or sexy maid service, or anything other than prostitution? And how do you name a defendant based on a phone number? I mean I know it can be done, but it can't be too hard to get a phone number set up under an alias, or under someones name who has left the country.

I'm not sure if those pictures would qualify as "obscene". You see women wearing less walking down the beach or on the street, on billboards for clothing companies, or in your typical V.S. catalog in your mailbox.

Point taken. Like any kind of illegal activity, people will just adjust to skirt the law. So there just might be more bikini pics than nudie pics in those ads. I doubt those ads will disappear anymore than those trucks on Grand Ave have disappeared.

Prostitution, and drugs for that matter, will never go away. As a society we should start thinking about more effective ways of dealing with these issues than the continuous and expensive cat and mouse game that law enforcement plays.

Just back from Ridgewood, these "Chicka" and Pawn shop flyers are going strong on Myrtle& Seneca ave.
Has anybody seen the new parking scam ?
You park then walk a good 1/2 block to buy a "permit" from these ATM like machines. You then walk back (hopefully before your ticketed) and display the receipt & bar code in the windshield.
I never seen so many brownies are walking around scanning reg & inspection stickers along with the parking permits.
I headed over to Circos in Bushwick to pick up some Biscotti what a mess there must have been over 100 of Bloombergs cops guarding gays having this wild fiesta in the north side of Knickerbocker park, the spanish music easily exceeded 110 dB from a block away.
more "Chicka" handbills, freaky unshaven dirty hipsters with cheap guitar case baclpacks.
One big piss in the street.

Perhaps Queens isn't worth saving

This situation is nothing new. Depending on the decade, this sale of prostitution has been done in different manners. At our time now is simply left on our car windshield and building lobbies, our schools parks,in the subways, etc. You get the picture. Have you been to Flushing main Street? There is someone on every corner handing out cards and MASSAGE SERVICES. We know these are not massage parlors! Take a look at all Newspapers and Local Community Newspapers, They are Legally selling prostitution! Chinese newspapers are full of prostitution displays. Us non-asians dont get involve obviously cause we cant read Chinese. I have a chinese newspapers cutting blattently advertising prostitution in my building in Apt. #1A. There are rummors in the neighborhood that the building next to me are using children for prostitution. I advised the building superintendent to keep his eyes open if not his ears. So, this article is not just about Jackson Heights. Every neighborhood has it's trash and white trailer trash. Solution is for us without prejudice, become active , get off your couch and do something about it. This is Carmen Mosca and I have used the Media to solve problems in my neighborhood like Parking Tickets and upgrading street signs.
