A Far Rockaway homeowner has been besieged for months by raw sewage seeping from a neighbor's property, and several appeals to the neighbor and the city to solve the problem have failed.
Leroy Gray, 72, who has lived at 315 Ostend Place with his family for 19 years, said he has been complaining to the city Health Department for months about the foul odor coming from the empty lot at 311 Ostend Place.
The Health Department conducted environmental tests in Gray's house in June and determined that the sewage damage originates at 9 Ostend Place, city records show.
Suze Jean-Pierre, owner of 9 Ostend Place, was issued a health violation on June 13, the Health Department said in a statement, noting that the owner is responsible for fixing the damage.
Gray said the sewage problem started in 2005 when Yitzchok Goldstein from Seagirt Boulevard Association LLC bought the empty lot.
Gray said that in the process of moving some materials onto the lot, Goldstein "cracked all the pipes," adding that Goldstein paid to repair them at that time.
However, said Gray, "Months later the line broke again, and Jean-Pierre paid to fix it," Gray said. "We don't know who broke it again. It has been like that since 2006."
