Scoop the poop at condo and co-op complexes

The city plans to close a loophole in its “pooper scooper” law that some say allowed negligent dog owners to avoid fines if they failed to clean up after their pooch in private common spaces — namely huge complexes like Stuyvesant Town and Peter Cooper Village.

The Department of Health and Mental Hygiene has introduced an amendment that would close a loophole in the city Health Code by making it a violation for dog owners to allow their pets to “make a nuisance” — fail to pick up after them — on privately-owned sidewalks, lawns and gardens that are used by the public.

That includes housing complexes like Stuyvesant Town and Peter Cooper Village, where property rules already require cleaning up after your pet, but where the loophole may have made it difficult to actually fine a negligent dog walker the $200 fine a dog owner could get for not cleaning up on a public sidewalk.

The mayor should start a taxpayer funded program for dog owners who have no money just like the Bail Bond for poor criminals

i thought the only way these types of offenses can be enforced is if you are witnessed in the act of not curbing the dog by a sanitation enforcement officer.

On the other hand, the July 14 Downtown Express reports that Southbridge Towers
cooperators are against registering their dogs, that any poop belongs to dogs from outside the co-op. The co-op board is forming a pro/con panel.

(as of this morning, 15 July, there is also a report from before the open board meeting)

A new luxury apartment complex in Patchogue does a DNA on all the residents dogs. Real turf was replaced with artificial turf. If they find poop they do a test and fine the tenant.

It would be nice if the police enforced the pooper scooper law in the first place.

They're perfectly willing to give out BS tickets for everything else, but for the one genuine nuisance that makes neighborhoods unlivable, they turn a blind eye.


That said, keeping DNA files on everyones doggies seems rather intrusive, and replacing real grass with astrotuff smacks of punishing everyone for the actions of a few bad dog owners.

I had a neighbor once who would wait for me to leave for work and then let his two little toy poodles shit on my lawn days on end. I knew because my other neighbors told me. When confronted he would always refuses to admit the truth ! (this was years before surveillance cameras) I fixed him by buying boxes EX-lax and leaving pieces on my lawn for his dogs to eat. Guess what he found inside when he came home ?

Cleaning up after your dog is a must, but urine cannot be cleaned up an it burns the lawn. Actually the artificial turf this complex uses is of high quality and looks good an not tacky. It takes time for a urine spot that burns the lawn to recover, I know I have one.
