Districting commission to redraw maps

From the Daily News:

...Romano's response letter...says the Commission will hold a vote on whether to withdraw, update and resubmit the maps. As the story explains, though not everyone agrees, the Commission believes it can by law go ahead and do that without any Council action.

So we can infer that the NYC DISTRICTING Commission has the public's interest at heart but the NYC DESIGN Commission does not? The Design Commission can, as the NY Times says, "under the radar" move the Civic Virtue statue from its venerable location outside Borough Hall without any public hearing?

Am I missing something here?
