Crazy Corona Crapitecture

So I was walking down Roosevelt Avenue, going about my business, when this "house" caught my eye.

If you're saying to yourself, "That thing CAN'T be legal, rest assured, it's not!

I looked through all the info on DOB's site, and connected the following dots:
The owner of 108-41 Roosevelt Avenue applied for an alteration permit back in 2002. It was reissued in 2006. The permit was revoked in 2007 and a stop work order remains in effect.

So now you're saying, "But that house looks lived in." Why yes, it is - with no C of O because the SWO was never rescinded and the revoked permits were never reissued.

Basically, what we have here is an illegally built house with illegally rented units.

And when complaints about an illegal nightclub being run out of the basement were called in to DOB, they passed it off on the NYPD.

One of the more recent complaints from September 2011 still has not been addressed:

"THIS HOME HAS GUTTED OUT THE BASEMENT AND IS RENTED OUT FOR PARTIES. THIS IS USED AS AN ILLEGAL CLUB AND ABOUT 100 PEOPLE INCLUDING CHILDREN UNDER 12 ARE IN ATTENDANCE. THEY ALSO BRING ALCOHOL & MUSIC."

A similar complaint from earlier this month apparently means shady activity is still going on here.

Hey DOB: Call FDNY and have the place vacated and sealed already.

All this crap going on and I didn't even touch on the top floor of the house hanging over the driveway and the column of balconies in the shadow of the el...

I can almost hear your arteries straining under the tension. Take it easy, man. This is a big city with lots of problems, with many examples of problems as you point out. But take it easy! You're going to hurt yourself.

If you go to the NYS Education Dept. web site, you will find out this engineer Wei Lin's license has been 'surrendered'.

Strangely, there was a domo aplication(probably for a garage) was filed on 9/21/05 and signed off on 9/30/05. With enerything got waived off, there is no required item, no pre-demo inspection, no demo inspection...

It was not a self-certified job. I didn't know the DOB is that efficient, a demo job can be signed off less than 2 weeks after it was filed!

Hey this is occurring every where but not as blatant as this property.

However:

This seems to be the common denominator where businesses that cater to illegals who don't care because they can go somewhere run by their own - but often times these properties are death traps or properties that disturb the peace, have illegal activities such as prostition, liquor served without a license or SRO packing in as many people as can be partitioned. Our Mayor turns a blind eye because he created an industry that is milking development opportunities in Queens. Illegals are sort of the low wage serfs that run our city cheaply and competitively.

The engineer which superceeded Wei Lin in 2006, with the engineer license #020842, is for another engineer who was deceased on 04/09/00. How come DOB doesn't verify all these info.

Maybe the fearsome MS 13 gang holds its meetings in that basement and nobody in any city department wants to mess with them!

Then again, "This eez Latino Land and eez no my bizness"!

Everybody NYC employee is told to just look the other way around here.

Just like downtown Flushing is Chinatown.
So, "Forget it Jake" is NYC's attitude there too.

Save the code enforcement for the "better" nabes.

Blame this on Bloomberg? Why not the MTA? Con Ed?

Why does everyone dance around looking for a scrapegoat when the real culprit is let off the hook?

Go afteris City Council - should they not pass legislation and see its enforced instead of wasting our money on big waterfront projects built on brownfields and their time on crap that doesn't help us, the people that live here?

Who is the local city councilman - ask him and send the response back to Crappie.

Or does his pittance ice cream moeny they throw at your group buy your silence?

I was at a Community Board 13 meeting in Queens this week. Queens Buildings Department Commissioner Ira Gluckman was present and spoke. He spoke about all the changes and improvements within his department.I was very happy to have a representative from Buildings present, especially the Commissoner. But,all the improvements and changes the Commissioner spoke about aid the developers,contractors and homeowners who are breaking the laws and destroying our communities in Queens. Nothing was said about changes that would benifit the homeowners in Queens that are watching the quality of life on their blocks being destroyed because of the Buildings Department lack of inpections and enforcement ability.
All homeowners in Queens should be making this a priority issue. We need changes in this system before more neighborhoods are ruined.

The Buildings Department can't fix this mess. Good luck when you have a complaint. Legislation needs to be changed. The system needs to be fixed. Get involved before it's to late.

To the poster who dug deeper to find dirt about the demo and engineer - thank you. I knew I had just scratched the surface with the info presented in this post. As for the City Council, yeah, there's a committee that oversees DOB. They need to get on this. The council member in this area is Julissa Ferreras.

Complain to the Mayor and City Council.
The laws need to be changed and these are the guys who should be changing them. Until the laws are changed the New York City Buildings Department can't do squat. All they can do is issue a violation sometimes.Thats if the property owners let them on the property to investigate the complaints.Nobody has to correct the violations or worry about the Buildings Department reinvestigating unless we continue to complain
WHY AREN'T OUR ELECTED OFFICIALS AT LEAST PUTTING ON GOOD ACT. THE LAWS NEEDED TO BE CHANGED YEARS AGO.WHAT ARE THEY WAITING FOR.

Come on Crappy, we all know 2 things:

1. this is widespread and epidemic and a cancer eating at our communities - they see it as well as you.

2. if they wanted to do something they would have - a long time ago - they have a lock on election and as long as they can buy off everyone they can do anything they want and you can do nothing.

regarding the basement being rented out for parties-make an online complaint to the State Liquor Authority. They are selling alcohol w/out a license.
another complaint to the NYC dept of finance for them not paying the sales tax on the alcohol they're serving.

then make a complaint to the Dept of Health for serving alcohol in an unsanitary conditions.

In addition to all the open Building Department violations at this location that will never be corrected. This store will never have the required number of parking spaces mandated. But thats okay with the Buildings Department,the Commissioner will issue a wavier as long as they say that they have an attendant directing parking. They have someone outside now directing traffic six days a week but cars and trucks continue to park on the sidewalks everyday.
This nightmare of a store should never have been allowed to happen and could have been avoided if only the Buildings Department could do the job the public thinks they can. Until the Mayor and City Council change the laws, the Buildings Department is a joke and the homeowners affected are screwd.

My Council Member Mark Webrin takes no responsibility for the Building Departments inability to enforce the laws. He claims that there is nothing his office can do.

I guess politically this issue is not in their best interest. So instead of trying to fix this really big citywide problem they choose to blame others.

1- They can charge for a private membership then give booze away or simple have a "bring your own booze"
As long as no money is seen being exchanged for a drink there is no evidence of sales.
Lastly remember this is QUEENS as long as the powers that be have the bag money (or votes) nobody cares!!

I have nothing to do with Occupy Queens and I'm sure I don't support most of what they do. But there is a problem with the Buildings Department . The quality of life issues that have been created in Queens due to the inabilities of the Buildings Department needs to be stopped. If it means Occupy the Buildings Department, I'm all for it. Nothing else is working and the people of the city of New York need to be aware of the Buildings Department lack of enforcement and inability to protect our communities from illegal and dangerous building code violations.
Like I said before,I have nothing to do with Occupy Queens.

Taxes of lack of collecting taxes especially in illegal environments is sure to bring the attention of the City, State and Federal Govt to come collect their share and fines leading to closure and confiscation of the property. So yeah - it doesn't mean a dammed thing until these folks padlock the entire building!
