Photo was taken this past Monday. Unless the flag actually flew at Ground Zero, it being allowed to fly in this condition, in memory of those who died, is pretty disgusting.

Illegal - yes, but if you check the code, there is no penalty
Here is another thing that is illegal - putting a flag on your clothing unless you are Military/Para-military (aka police, Fire etc) or a patriotic organization.
I belong to a local service organization, and we are setting up uniform codes - you know, the black pants, white shirt, royal blue jacket stuff, and I actually checked with the "offical" folks RE the flag code - Nope, legally, we can NOT have a flag patch on our uniforms, but as they said "no one will stop you"
Look around, and you will find that MOST flags are in violation of the flag code (for which no penalty is specified). Many are in poor condition, but the code also says the flag can be flown only during daylight hours unless it is illuminated, and it must come down in "inclement weather." If it's displayed with other flags, it should be flown higher, etc. etc.
Just goes to show that there's no regard or respect for rules, laws or anything else that makes a civilized society. It's not unpatriotic to wear a flag, it's obeying the law.
I always got such a kick out of the Puerto Ricans who draped their flag on the hoods of their cars and stuff like that. It is the height of disrespect -- laying there getting all dirty with weather and oil and grime. You know how dirty cars get. They say they are so "proud" but they don't seem to have any common sense.
I've seen many flags in shreds in NY. It's a shame.

If you are going to take it upon yourself to create a "memorial" to 9/11, you should at least have the decency to keep it up.
