Brooklyn's wall of crap

From Brownstoner:

We thought we'd circle back to a project that we haven't looked at since 2007. The six-story, 60,000-square-foot building is now built and it ain't much to look at, that's for sure.

What is it? It looks like it was designed by the same self-certifying architect of the building next to the Firehouse on Grand Ave and Queens Blvd. The rooms there are smaller than a jail cell, with rents that force 4 beds per room to make the rent.
