The NY Post, NY Sun and Newsday today mention that several park contractors were caught paying their non-union workers less than the prevailing wage and then bribing inspectors to cover it up:

Hopefully, DOI will conduct a sting to catch building contractors who are doing the same thing.

This is the tip of the iceberg as far as the corrupt and inept bureaucracy known as the NYC Department of Parks & Recreation. The fact that so many contractors attempted to bribe Parks officials points to the fact that this must be a standard practice in doing business with the agency. Investigate the Parks Department now!!!!!

Maybe the Feds can investigate why the Parks Department is only awarding its contracts to people from a certain area of the world. I understand blatant racial discrimination is business as usual over at the Arsenal.
Look at those names! Would be interesting to see the names of the guys awarding the contracts. Maybe they're the same guys over at the DEP.
But you see they, like the padrones of a century ago, know how to hire the right people and bring in the right people.
Not only do you get hard working underpaid people that saves the city money, but if the workers can bring in their families you have an entire segment of a community ready for tweeding by the clubhouse and human warehousing in barracks by the politician's friend, the developer!
A win win situation for all!!
PS Voting and civic participation not really needed. Besides, the canditates will often run unopposed anyway.
This is nothing new with the NYC Department of Parks & Recreation.
Some 2 years back a fundraiser was held for the New York State pavilion. Over $500,000 was raised. The 2nd or 3rd day after the US Open closed, about 20 female inmates in blue uniforms were inside pulling weeds. They clearly used pen, community service people to do this work and never made available where the $500,000 went (aside a trip to Italy to discuss the tarazzo map)
Just to be clear, public work projects are subject to competitive bidding, with the work going to the low bidder. In order to protect unionized contractors whose labor costs are astronomical, the law requires that any contractor winning the bid must pay union wage & benefit rates (which are referred to as "prevailing" although they clearly are not the norm). If an unscrupulous contractor bids really low and staffs the job with illegals, he can pretty much get away with not paying anywhere near "prevailing" rates. Who's going to complain? The illegals? I'm not saying that's the case here, but it does have all the signs.
