Gov. Cuomo vetoed legislation late Monday that would have given commuters a second free transfer on pay-per-ride MetroCards.
In his veto message, Cuomo said the bill the Legislature approved had “fiscal, policy and technical flaws.” He said he was ordering the Metropolitan Transportation Authority to take steps that would make it easier for riders affected by service disruptions to complete their journeys without paying another fare.
The new policies Cuomo ordered include having Transit Authority staff distribute manual tickets for an additional subway or bus trip during unplanned disruptions.
Assemblyman Jeffrey Dinowitz (D-Bronx), who sponsored the measure, said he was disappointed by the governor’s veto and that Cuomo’s remedies don’t go far enough.
The legislation, Dinowitz said, was intended to assist commuters who live in underserved areas of the city and not just those struggling with temporary service disruptions.

Another building is going up along a bustling strip of Broadway in Kingsbridge.
The community was told it would be market-rate housing that would complement a commercial boom in the area.
Then Friday: "The city calls and says, 'We're putting a homeless shelter in there,'" Bronx State Assemblyman Jeffrey Dinowitz said. "That means we were lied to."
The building developer, the Stagg Group, cut a deal with the city as part of the mayor's plan to house homeless people in their neighborhoods of origin instead of hotels and large shelters.
"Why are you picking on certain neighborhoods where they're middle income or lower income?" one local resident said.
Department of Homeless Services officials said there are 359 people from the area in shelters across the city.
Some of them will be among the 81 families who are now scheduled to move in the area next month.
"There's a lot of residents that are homeowners, they're co-op owners here," one local man said. "For some reason, they may feel that a shelter around here may bring down the value of their property."
Apparently, this isn't the first time the Stagg Group pulled this trick.

Between West 230th and 231st streets, across from where the new Kingsbridge Library is being built, 3050 Corlear Ave. has become a neighborhood nuisance on the way to becoming an apartment building.
According to Assemblyman Jeffrey Dinowitz, neighbors have been calling his office to complain about vehicles used for construction on the property owned by Sycamore Court Apartments, LLC. They have griped about damaged sidewalks, dust from the site and litter left behind daily by workers with no apparent regard for more permanent residents.
Neighbors on the block have complained about work being done after designated hours and damage done to property. Most recently, they have been up in arms over a fire hydrant they say was ripped out of the ground by construction workers, leaving behind only a small hole filled with water that runs down the block.
Less than a block away, 3120 Corlear Ave. is also on the rise. In addition to apartments, the building, owned by Pancas International, was slated to house the Bronx Community Charter School, beginning in the fall of 2010.
Construction glitches have included building equipment encroaching on a neighbor’s property and the developer’s accidental run-in with water while building above the buried Tibbett’s Brook, Mr. Dinowitz said.
“When these Einsteins struck water, it wasn’t a shocker to me,” he said, adding that everyone in the neighborhood knows the brook is there.
