The law would still require cash bail for major drug trafficking offenses, sex offenses, and certain offenses against children however — judges are now prevented from imposing a cash bail and holding repeat offenders for dozens of crimes regardless of the suspect’s criminal history.

Cuomo estimates the new law will keep about 90 percent of defendants out of jail at least until their case gets resolved.

These offenders will also have the added bonus of a new incentive program in New York City — which will give released suspects things like New York Mets tickets and gift cards for showing up to court.

Mayor de Blasio has a quid pro quo policy for criminals to return to court

  There’s controversy ahead over new criminal justice reforms.

Cash bail will be eliminated Jan. 1 for hundreds of offenses, and some defendants could be let out earlier and given rewards to get them to show up to court, CBS2’s Lisa Rozner reported Monday.

State judges will no longer require cash bail for most misdemeanors and non-violent felonies like selling drugs or burglarizing a home, and the state says nearly 900 city residents in jail now will be released starting mid-December.

Bail bondsman Ira Judelson said he’s already seeing fewer arrests.

“We’re going to have a major public safety issue on our hands,” he said. “It’s basically like going to school without a principal, without guidance counselors, without teachers and let students be in school and say ‘fend for yourself.'”

Republican Assemblyman Mike LiPetri said he expects around 500 inmates on Long Island to be freed.

“This is a travesty of justice,” said LiPetri. “These are criminals in our communities who have solicited sex from children. These are criminals who solicited drugs in our neighborhoods such as heroin, opioids, fentanyl.”

A law enforcement source told CBS2 a city program will offer those released incentives meant to encourage them to show up in court such as Mets baseball tickets, a subway pass or a Dunkin’ Donuts gift card.

A spokesperson for Gov. Andrew Cuomo told CBS2 he expects the reforms to be implemented appropriately, however the governor’s office doesn’t have any involvement with the city’s rewards program.

 On Wednesday, Mayor de Blasio came to the defense of a city program that critics say will reward criminal behavior.

The incentive program would give accused criminals – being released from jail under the city’s new cashless bail policy – things like New York Mets tickets and gift cards for showing up to court.

 New York City will be ringing in the New Year with a new set of criminal justice reforms to combat overcrowded jails.


About 900 accused criminals are expected to be released in January 2020. The city will be rewarding them with Mets tickets, movie passes, and store gift cards for making their scheduled court appearances.

Critics say the program rewards criminal behavior, but de Blasio is optimistic the plan will work.

“In a world where we want speedier trials and we want the justice system to work, if small incentives are part of what actually makes it work than that’s a smart policy.

Starting Jan. 1, the bail reform policy eliminates cash bail and pre-trial detention for misdemeanors and most low level felonies – with exceptions like murder conspiracy, domestic violence cases, and sex crimes.

How about this new Police Commissioner? Total flack. Something very, very rotten is going on here and it looks like it's all tied to the Rikers shutdown.

At Manhattan Criminal Court, judges are being urged to watch their language — avoiding legal jargon, calling people by their name rather than “the defendant,” and greeting people when they enter.

Defendants will be surveyed on their experience at court — and get a $15 Dunkin Donuts gift card for filling out the questionnaire.

The city is picking up the tab for the program, which totals $800,000.

The gift cards are being given out because research ethics boards frown on having people participate in research without compensation, Mansky said.

I could go off on this in the textbook QC way, but Impunity City already did a fine job of it.

Taxpayer-funded program will pay families to house their relatives

The city is offering to pay friends and family members of homeless shelter residents to take in their less fortunate loved ones for up to a year as part of a new program timed to the holidays.

The “Home for the Holidays” program launched this week, and is being offered to 5,000 families who have been living in shelters for at least 90 days.

The host family will get a taxpayer-funded $500 gift card for their hospitality, and extra money toward their rent.

Depending on the size of the family they take in, the host families will receive $1,200, $1,500 and $1,800 a month for up to a year.

The homeless family will also get a $500 gift card to help them settle in.

Department of Homeless Service Commissioner Steven Banks said that the program aligns with the administration’s belief that everyone has to pitch in to address the homelessness crisis, which has led to a record number of people living in the shelter system.

Illegal aliens steal credit card info

From the Daily News:

Daniel Gheorghe and Ionel Cristian Popa, both 33, were busted back in March at a Chase bank branch with $17,700, mostly in $20 bills, plus 66 counterfeited coupons.

The deceitful duo coded the blank gift cards - which can be picked up at many Dunkin' Donuts counters - with account information stolen using a skimmer device.

The two Romanian nationals then settled into a Chase branch on Hillside Ave. and started withdrawing in "a rapid pace," said a source.

The bank had flagged the compromised accounts and alerted police once funds were being taken out.

The two defendants, who are facing seven years in prison if convicted, now have to smell the coffee.

They were arraigned last week, pleaded not guilty to grand larceny and fraud and each was ordered held on $150,000 bail.

They don't have a U.S. address and claimed they entered the country in early 2011 on journalist visas.
