The box is grounded, if the wires were live they'd be arcing and have tripped/blown the circuit by now.
Look at some of the lighting on the highways,same thing..........
100s of these open drop boxes and abandoned transformer vaults are still in Flushing Meadow park from the 1965 World Fair.
