State leasing space when its buildings are empty

Nothing new.

When the "Empire State Building" first went up it remained vastly under-occupied.

So NYS leased a load of offices there and it fast became known as
"The Empty State Building"!

Ditto,
for the late "World Trade Center" buildings.

So many good organizations need working space. The state could strengthen our communities by providing space to them in areas unused and not desired by commercial tenants.
