Q & A with the Commissioner of Buildings

From WNYC:

Does an apartment have to have appliances before it can be legally rented? Or electricity? Working elevator? Robert LiMandri, commissioner of the New York City Buildings Department, talks about what makes an apartment habitable—and whether people should be scrutinizing Certificates of Occupancy before putting money down.

No, it doesn't have to even have a ceiling. After all mine was on the floor and that was okay with Department of Buildings.
