City fails to charge Bklyn Army Terminal for water

Here's Comptroller Bill Thompson at a press conference in his office today, where he said that the city Economic Development Corporation has failed, for the last 22 years, to charge subtenants at the Brooklyn Army Terminal for water or sewage. The city has lost out out on about $4.5 million in revenues as a result.
