Bell is a mixed bag, mook troublemakers from the 'Burbs at night -locals and workers in the offices during the day.
Violence is a recent arrival, my partner told me of a cop being shot and killed at a bar/restaurant near the LIRR back in the '90s. The cops then staked out the place and constantly checked ID's of those entering until they drove the place out of business (was the place called "Taste the Apple"?).
Problem is that over the last 6-7 years there seems to be a trend toward what are called "binge bars" the reason for that title is obvious when you are in one of these places, that trend has caught up with Bell blvd.
the transit cop (off duty) and his ex-con buddy hit the bar bouncer over the head with a beer bottle.the 111 th pct.was called and they let the attackers walk away.
the bouncer drove to jackson heights got his weapons and went looking for his attackers at other bars on the blvd. when he found them he shot them.
he was convicted and probably is still in prison. the killing caused a police crack down on the blvd.bars. there were rumors of a mob connected bar and many off duty n.y.p.d. employee's partying.
alcohol,testosterone,violent character results in tragedy.
There are still a few problems, I think. 1) The handwriting on the sign was done by 2 different people which would bring into question the comment's authenticity. 2) A hand written comment(s) on an official document is suspect. 3) It wouldn't stand to reason to have such a statement made after the fact of a court ruling. The particulars of a case would be available to the public. To my knowledge, publicly shaming lawbreakers isn't a NYC policy.
I know absolutely nothing about this particular bar or how it operated. I do know, having been a Bayside resident of many years, the animosity towards such establishments on Bell Blvd. and the the likes of its quite vocal and oftentimes irrational opponents.

As for "public shaming" when a food handling facility is closed by the Department of Health and Mental Hygiene a sticker stating such is affixed to the front door, though no specific violations are posted.
Some BS here. More then one of the bars are co owned by n.y.p.d. employee's, former employees. Many of the bouncers ARE cops. Yes they drink **OF DUTY** and that's not against the law ! There is rarely trouble in the places they frequent, the patrons know the deal.

Look closely at each letter and you'll see distinct differences in pattern, QC. Letters; E, N, Q and S especially. Between the two signs, I would say it's very likely three different people were involved in the writing.

It's logical to conclude shaming works when the establishment has an opportunity to conduct business again (fines are paid and issues addressed), as in the case for a food vendor being temporarily shut for repeated violations. However, if there's an official sign (and I'm questioning this as well) that states no equipment is allowed off the premises (suggesting a creditor collection issue), one can draw the conclusion that the business is in default and will not be conducting business again.
If I'm not mistaken, Court orders on businesses are enforced by federal marshals, not the NYPD. In this particular location, that would be the 111th Precinct.

Wrong, that simply points to ongoing investigation and seeks to preclude third party vendors from removing equipment that may be involved in activities conducted at the location. Typical cases involve coin-operated devices that may be involved in gambling (Joker poker etc)as well as office computers and anything with business records (electronic cash registers and menu units) even, well, beds in the case of a cat house. It is a generic sticker.
We may both be wrong. But I doubt it. Nothing on those signs indicates a verdict in the court case was given or that the case is still pending. I assumed it was a done deal, you an open investigation. In light of Joe's information, if there's inter-state politics involved, you know something stinks. So I wonder what equipment or property they would need to be secured to aid an investigation for serving a minor, serving intoxicated patrons, unreasonable noise, or unlicensed security? Bookkeeping records? Please.

The police need to do more since the state liquor authority does a crap job of enforcing state laws

The yellow sign seems like this could be the result of a bankruptcy claim. It wouldn't be so surprising today.
