The biggest problem with most "authorities" is that they are generally top heavy wit management as compared to oa private corporation.

If good portions of its budget come from the City, the state, and taxpayers, I would say it's a government agency.

Everyone who insists an authority is a government agency fails. Return to fifth grade civics class.
