This is easy enough to fix via legislation. But for some reason, Albany never gave a crap about this.
And they should be for more reasons than just lost revenue.

It used to be that Vermont plates were all that one saw around NYC( back in the 70s/80s)...and the city DID crack down on them. And the illegal practice DID stop. But today, while we live under new blankets of equality and diversity, with mostly minorities using illegal plates, politicians won't dare touch this problem. They need their votes!

Actually having cars with out of state plates parked are not illegal, but you are right, this is appearing more and more in Queens all over. This has been a major problem in Jamaica for some time that I had been reporting on in Jamaica, especially the ones that are being sold, many with "For Sale" lettering all over the windows. Florida seems to be a big one.
Just another quality of life issue pretty much being ignored by the powers to be.
In the Rockaways, where I live, ALL the Hispanics register their cars in Virginia. So one day I asked a guy why? He told me insurance was much cheaper there. Okay, but what if he hits me? Will I be covered?
There is a guy who volunteers at the Glendale V.A.C. who has Pa. Plates on his personal vehicle

If they are insured , does it matter? If they get caught , they get dropped. If they hit anyone he insurance company covers it anyway.
New York is too damned expensive, and insurance has become unaffordable here.
It's a quality of life issue because it makes insurance more expensive for those who pay to register their cars in state.

If you lie to your insurance company they can deny coverage.
I was hit by a car with Virginia plates... and ended up in the "uninsured motorist pool" because he drove off, and the plate didn't match anything.
Hey all the politicians have out-of-state plates,. They wrote the laws, so they know how bad they are, and are first to avoid the same laws
I hope all of the people with out-of-state license plates get called for jury duty in those states - let them then explain to the court clerk that they should be excused because they really don't live there full-time.
Let them have out of state plates...wait until they get into an accident, insurance will give them a hard time of paying out!! This happened with one of my neighbors who has Maryland plates, he got into an accident and insurance is trying to fight him about it because the accident happened in nyc.

The illegals own these cars and have a networks of "handlers" doing the paperwork" to register these cars in states where insurance and ID is optional (or a 30 day hand written insurgence card).

North & South Carolina, Tennessee are the WORST. They have this "honesty system" that gives title, registration and get plates to anybody.
are you saying that Tourist's from out of state and rental cars (rental car's will often be registered/plated in the state where the car was first rented when purchased and are often moved around the country for different reasons (Seasonal, Conventions, Meetings ECT...), will need to get Temp NYC/NYS registrations and/or plates?
Take a walk down Otto Road. All you see is endless FLA and PENN plates!
