I don't see that as "pandering" -that is just representative politics.
"Pandering" is when tiny minorities such as landlords, developers and other special interests get outsized influence via campaign contributions and lobbying.
Pander definition : To cater to the lower tastes and desires of others or exploit their weaknesses.

Here are some of the lower tier groups not yet represented:
1. Angry White Civics: Middle Village, Maspeth, Ridgewood. Conservative in outlook, but failed to defeat Markey or resurrect St. Savior's.
2. Bukharians: big mansions, but low turnout. Safe for incumbents.
3. Union bloc communities: Electchester for example.
4. South Asians: Hillside Avenue plus Jackson Heights.
5. Indo-Caribbeans: Rising in numbers, but setback with Baldeo.
Illegals are safe for incumbents in redistricting years because they count for redistricting but don't cost the campaign a single penny since they can't vote
