Look around there are alot of messed up catch basins that are sunken or have bigger holes next to them than on that video.
It took them a year to fix one that had a hole like that on my block. I guess the city likes paying more in lawsuits for people getting hurt on these things than actually fixing them.
When I was a kid we used to use coat hangers to retrieve balls, frisbees, etc that fell in the sewers, the way they are now it looks like it would be easier to retrieve it, then again nobody plays outdoors anymore, how times have changed.
