Neighbors of an unfinished two-family home on Glennon Place in Locust Point were relieved when the city erected yet another fence to keep vandals and teenagers off the property.
It appears that the owners of the home keeps tabs on the property but have made no effort to keep it safe, Locust Point Community Association president Jerry Landi said. The city has erected fences around the property before.
Neighbors have seen people who they suspect to be the owners at the property, 3177 Glennon Place, late at night. The home has been an eyesore since construction stalled in 2006. Unfinished, it tempts teens, Landi said.
Councilman Jimmy Vacca reached out to the Department of Buildings when neighbors phoned to report that the fence around the home was missing panels and was unsealed. The DOB ordered the Department of Housing Preservation and Development to erect a new plywood fence.
“The site was added to the DOB’s stalled site program in March 2009,” DOB spokeswoman Ryan Fitzgibbon said.“Sites that are on the list will be periodically inspected to make sure that they are being maintained.”
The DOB inspected 3177 Glennon Place on Dec 10, 2009 and found the fence leaning towards the street and missing sections, Fitzgibbon explained. Itthen issued an Environmental Control Board violation and warned the owners of the site to maintain the property.
When the owners failed to respond, the DOB declared an emergency and had HPD step in. A follow-up inspection on Thursday, January 21 found the fence was secure and locked.

We can sleep soundly because Tommy Huang's project on 223rd St. in Bayside is now on the Stalled Buildings List. The DOB will now monitor the site. By the way, the DOB had to be advised to add it to the list.
Now what? This project won't qualify for the Stalled Buildings Project or at least it shouldn't. He does not seem to want to go to the BSA. Curious. No, more like obvous. So what now? Well, he can leave it rot, as it visibly is, until he decides otherwise. He presumably has the money to sit on it. After all, it has only been 7 years since this fiasco began.
When are they going to pass a law, that makes these developers level these aborted, illegal projects which are not built according to the building code, pertinent laws, FDNY and zoning regulations down to the ground?
Why is the public made to live with this unsafe "crap".
Even with all the press this project has gotten and all the politician so-called oversight,
Tommy and Henry Huang still get permits to start new projects. They ignore violations and don't pay the fines.
