2-The police are told just "just de-escalate situations" lay off because the criminals will flee and get hurt, (or hurt someone else in the process) physically fight with police (anybody) when confronted, arrested or handed a summons.

I remember this same shit back in 1976, when a wave of car breakings was going on .
