Does MTA have the wrong priorities?

From Fox 5:

Peeling paint, cracking walls -- but brand-new electronic signs? Why is the MTA putting up expensive signs at subway stations without fixing the ceilings they're hanging from?

Fox 5's Barbara Nevins Taylor investigated the issue.

Just check the paint peeling from the ceilings at 71 Avenue in Forest Hills....I was told by MTA that they would have to close large sections of the station because it was lead paint and too much of a health hazard to clean up. Huh?
