In this case maybe NYC.
Not sure who to believe but I would absolutely not be surprised if the city indeed dumped construction debris at this site. I would not be surprised if someone in local government took monies to allow that to happen either. I do know that the local surrounding waters suffered major devastation when Idlewild (JFK) was built and continues to be polluted by runoff from the airport. Of course, the airport pays the city millions of dollars a year to lease it so I do not think that you will see any culpability there.
