City's and State's color-coded maps don't line up

Above is the map of the "yellow zone" that our esteemed governor imposed on our fair borough which has not been updated since last month. Below is the up to date map of % positivity from NYC DOH. The yellow zone doesn't really match where the virus is supposedly at its worst, and it's hard to believe that there hasn't been a class action suit against this stupidity. You can see neighborhood by neighborhood stats here.

Make a Damn point. You show a couple maps, dont provide any context or background, dont even provide LINKS TO THE ORIGINAL MAPS, and expect to make some sort of point?

This is absurd, and youre dangerous if you dont take these (very legal) measures seriously.

Before you start going off on stuff you clearly have no understanding of, go look up Jacobson vs Mass and Gibbons vs Ogden.

Dear "Make a damn point"....

There's a link to the second map in the post. And if you can't see that the areas that are reddest don't match the yellow area in the top map, I think you may need to get your eyes checked. Also, pointing out this inconsistency doesn't require looking up court cases.

I made the damn point in the post following this one.

Notice Bellerose is dark red, why isn't it an isolated yellow zone like there are in Brooklyn and the Bronx?

The color coding is about restricting movements, closing businesses, has nothing to do with the China Virus.
