I suggest reading this short Daily News piece about the expediter brothers who were arrested in the DOB bust a little while ago. It's quite interesting how easy it is to be a repeat offender and get away with wrist slaps over a long period of time.
These bad boys clearly ticked someone off - who ever heard of disciplinary actions for missing plan exams or showing up unprepared? That's a very, very rare action.

And it is so common that the expeditor has a license!
Outrageous! Just more people getting their pockets lined with taxpayer money.
A few bucks can buy any judge if you might face a jail term. A measly fine is just a cost of doing business.
