Districting Commission kept maps hidden from its own commissioners

Commissioners who unanimously approved new City Council district lines last week were not provided with maps showing last-minute tweaks until an hour before voting for them, one commissioner told The Insider.

Former state Sen. Frank Padavan, a Republican member of the New York City Districting Commission, said the first time he saw last-minute changes that will stand for the next decade came at an hour-long meeting last Thursday — and that he now regrets his vote in favor of the lines at that meeting. Mr. Padavan said he had been unaware that the Broadway-Flushing neighborhood in Queens, which had been in Republican Councilman Dan Halloran’s district, had been split in two.

“When the final drafts were presented [at the meeting] I just didn’t have all the details,” said Mr. Padavan. “It was just cut out and I didn’t notice.”

Commissioners were not provided with copies of the revised maps, but were provided with the opportunity to physically come into the commission’s offices near City Hall in the four days leading up to the final meeting to peruse the final lines. Some of them did so.

“They had drop-ins where you could go down there and take a look at it,” said former Republican New York City Council Minority Leader Thomas Ognibene, another commissioner. “At least, you could have a private opportunity.”

A commission spokeswoman declined to comment on Mr. Padavan’s concerns.


Why weren't the maps e-mailed to the commissioners before the vote? This is 2012, not 1980. While one can blame Mr. Padavan for not taking his role seriously enough, it's kind of suspicious that such dramatic changes were made to the maps by the commission and the commissioners were not adequately informed.

It's time to put a hold on this shady redistricting process, until a complete investigation of this has been conducted to completion!

Now, he's crying in his beer, only because he's been unmasked and is highly embarrassed to be found out at the end of so distinguished a career!

If Frank didn't understand the maps and information that was being presented...then why didn't he say so? WTF did he vote to approve this plan?

He should have been outraged and held an immediate press conference exposing these redistricting shenanigans.

It certainly looks like Padavan was promised a nice paying cushy job if he went along with this chicanery!

FRANK REALLY CARES...ONLY ABOUT HIS OWN RETIREMENT $$$$$$$ AT THIS POINT !

He threw away years of high respect that his constituents had for him.

Those f-----g pols and their oversized egos.

Rather than say that they couldn't fully understand what was being presented to them, they went right ahead and voted on it anyway.

It's far better for a pol to appear sharp, than to admit that he's a little fuzzy on the subject, and needs a more detailed explanation.

So it was jump the gun, make a snap decision, and look like you're on top of things!

We always wind up on the bottom, as usual, because of political incompetence (or corruption?) !

Padavan should have retired years ago.

Those Albany turkeys had to get it all over with in time to eat their turkey!

So where are the revised maps and who paid any attention to my plea that Richmond Hill be mapped as one community rather than being shredded into three pieces so that no council member will care bout us?

Frank Padava, who happens to be Dan Hallorans "Godfather" is a crook. He was great when he started and of course after many years was also corrupted. His staff attorney was banned from practicing law out in Long Island. Yet Frank kept in on as council.

Frank sold out the Creedmore property and now he is pretending he didnt know about the maps being "tweeked", what a crock of shit.

WAKE UP PEOPLE. PADAVAN IS EITHER USELESS OR FULL OF SHIT. I SAY FULL OF SHIT.

In 1991 the Council redistricting was a model of fairness and openness thanks to the Supreme Court ruling on the Board of Estimate.

that is false...Auburndale Bayside was carved into three Assemby Districts, assuring that no G.O.P./Cons. would ever be voted into office again.
