For some reason, they plan to put a 3-piece bathroom in the cellar. Can't imagine why...

your point, Crappie? The demo is signed off, the NB application is in plan exam. No problem with a 3-fixture in the cellar, generally speaking.

What do you think the point is? A three piece bathroom in the cellar is for an illegal conversion later down the road.

what is a 3 piece bathroom? Sink, shower, toilet? I'm confused

As night follows day, the basement will be converted. There are so many of these situations that the Buildings department can't get to them all.

Generally speaking, most two family homes need only two three-fixture bathrooms.

On the other hand, an illegal conversion needs as many bathrooms as physically possible.
