Looks like this greenbelt is built on top of the city dumps that were located there.
Yes, in Staten Island, the city turns dumps into parks. In Queens, they turn parks into dumps.

It was always my impression that SI was less diverse then the other four boroughs. Perhaps that is part of the reason.
