The biggest problem with most "authorities" is that they are generally top heavy wit management as compared to oa private corporation.

If good portions of its budget come from the City, the state, and taxpayers, I would say it's a government agency.

You are wrong. First of all, read the article, and you will see it is about all government employees, including those working at authorities.
