The DOB said it never gave the owners a demolition permit, and issued a stop-work order because the work being done extended beyond what was allowed by the permit that was issued.

And how many previous complaints from tenants did DOB ignore before conditions eventually reached this dangerous point ?
The inept/crooked DOB is the working arm of NYCs' owners/developers.
Looking the other way while illegal work is in progress is standard operational procedure.
Another technique is to respond too late to complaints..... long after demolition is complete.
Then they'll impose a fine that is viewed merely as a cost of doing business by the developer. (That being usually less than the cost of a properly filed demolition permit).
