But lets be honest here, this was primarily built so "deliveristas" can cut across on their ebikes and unlicensed motorcycles to make deliveries from Taco Bell.

Just not what's needed in a poor drainage area - more concrete. Other materials that paving could have accomplished a path cheaper and would still pride for necessary drainage. Bet that concrete is not even permeable paving.
