The federal government has given the green light on New York's plan to implement the long-debated, highly-anticipated plan to become the first U.S. city to charge motorists an extra fee for entering its most congested area.
On Friday afternoon, the Federal Highway Administration submitted a "letter of sufficiency" for plan from the Metropolitan Transportation Authority and the city's Department of Transportation, approving of the environmental review.
The MTA’s pricing plan has been discussed for more than a decade now. It’s the plan that could charge drivers, many of whom coming from New Jersey, as much as $23 to enter Manhattan below 60th Street. The pricing plan has yet to be implemented.
"We are optimistic the time has arrived for congestion pricing," said MTA Chairman Janno Lieber. "New York is the number one most congested place in the U.S. Ambulances can't get to hospitals, firetrucks to fires. We have to do something."
The practice is commonly referred to as congestion pricing and has been used in cities including London, Singapore and Stockholm. In New York, motorists entering Manhattan below 60th Street would be charged a toll electronically.
The MTA has long argued that congestion pricing is essential to their bottom line and would net them $1 billion annually. Revenue from the plan would be used to back borrowing for capital improvements to the MTA’s subway and bus systems.

As a car owner, I feel so victimized. Can I have a safe space to drive my car? I pay car insurance to some greedy corporation, and almost $100 a year for registration. I demand my privileges to park for free and drive whatever I want for free. Furthermore, I demand my God Given right to pollute the air for everyone else. Ok, don't panic. The feds approved it, but the locals still have to figure out HOW to make it work, who will get charged for what. The original policy was from GOP Dubya, but the NY Dumbocrats don't even understand what it said, all they see is revenue. The way to make it actually work is to price by hour (or 3hrs) , not half-day (12 hrs). If they don't lower it mid-day, the Javits will go out of business. Further, they should do all deliveries and road work at NIGHT just like in Germany unless your landlord (they, not business should be responsible) provides underground loading bays. And built the LI-NJ cross-Hudson freight tunnel, which will lower congestion by a THIRD. C'mon man, you got the infrastructure money, and you got Elon Musk's boring machine, unless you're still trying to use it to open your mind.

I'm just a regular New Yorker who has no issue walking, biking, taking a bus or subway. I do have a car that I use when needed, which doesn't include driving into Manhattan. I'm not some asswipe who lives in a red state swamp and spending my time wishing I was back living in Queens, NY.
