Council Member Holden's bill calls for slamming the brakes on ebikes and e-scooters

Council Member Robert Holden, who represents the Queens neighbors of Ridgewood and Glendale, says that electric scooters and electric bikes are putting New Yorkers in danger and has introduced legislation that would ban them until they can be properly policed.

Holden introduced a bill last week that would repeal city regulations that allow e-bikes and e-scooters to be driven throughout the five boroughs.

The lawmaker says that some riders are ignoring traffic laws — since they are not required to have a license to ride their bikes – which is leading to crashes. In addition, he said, there have been instances where the batteries in e-bikes and e-scooters have sparked fires.

Holden wants the ban imposed until state lawmakers pass legislation that would require the vehicles to be registered, licensed and insured.

The legislation that would require the vehicles to be registered, licensed and insured, can only be enacted at state level since state lawmakers legalized the vehicles in the first place in 2020, Holden said. The state law gave municipalities the ability to legalize e-bikes and e-scooters.

“The scourge of these devices throughout our city has led to people disregarding traffic laws resulting in injuries or death, lithium ion-based fires that killed several people and injured hundreds, and a feeling of disorder on our streets and sidewalks as well as a diminished quality of life,” Holden said.

“We must ensure that these vehicles are operated safely before allowing them back on our streets.”

The amount of times a bike has cut me off while I'm driving, having to slam on the brakes to avoid a crash, far outnumbers the amount of time that happens with pedestrians and other cars combined.

But many ebike motors are deliberately concealed inside the rear wheel axle and hence hard to detect,

Surely, this man is the biggest clown ever to hold office in NYC, which is sad.
NYC has an average of over 600 vehicle collisions each day. In 2021 there were over 8,000 serious injuries caused by cars and trucks, with over 120 fatalities.
And this clown wants to crack down on e-bikes and scooters?
What next? Crack down on strollers because too many people are getting run over by reckless moms ?

Operating a powered vehicle is not a right like all the stupid believe...Its a licensed privilege for those who earn and meet certain criteria.
Traffic violation penalty's, running lights, insurance and registration like everybody else.
Hurt somebody or use them to commit crime you get caught and PAY. Including losing your privilege!!
Nobody cares how poor or protected inner city brat, victim of poverty with an Iphone & $800 Niki sneakers who crys "but I cant afford insurance" and every other bullshit story.
Holdens bill is simple common sense.
Laws on the books for over a century need to be updated to include this new technology. The stupid idiots running our city do not understand this and those who do only want to ponder to certain groups. You know----the usual suspects!

These e-bikes have more power and acceleration then Honda 70s and larger 125cc motorcycles that always required all of the above to operate on public streets. That's why the kids love them for crime, running guns, dope and fleeing from the cops.

the cowards in city council will never allow passage of this bill. Rather than do the right thing they will chose to appease a very vocal minority in order to garner their votes. Also the proposed bill doesn't go far enough, in addition to licensing, insuring and registering, they should require them to pass a written exam, pass an annual inspection, pass a road test. In other words everything a user of city streets is required to do.

If it's the batteries he's worried about, why not extend his proposed ban to include electric and hybrid cars. Or is he worried about incurring the wrath of Elon "Space Karen" Musk?

The economy is growing but gas prices are increasing. The poor use these ebikes and e-scooters because of the economic benifits. Regulate the batteries and mandate registration and insurance paid for by the employer.

I applaud Bob for trying. But it's too late for a ban. E-bikes and scooters never should have been allowed in the city in the first place.

Partly True, pedal assist, over 1/2 horsepower or 36 watts they are all motor vehicle class.
Aside some Chinese guy delivering Chow Mein these people make up the majority of problems.
They see it all as freedom of responsibility, to literally get away with murder

They may be good for McDonalds, some bar owners, people that like to get drunk, run or do drugs but these folks do absolute nothing for commerce in the nicer neighborhoods
The requirement of license, registration and active insurance will curb most of these.
If somebody likes to get drunk, cry's poverty "stealing is OK if your poor or black" the f_ck with them, they need go back to Puerto Rico, Mexico, Ohio and other shitholes where you can live cheap. $35,000 for a home in Dayton Ohio for example. New York City is not the place for them.

Many of these e-bike people are already getting welfare, SNAP Cards, ENT cards, Metro Cards, health insurance. Buying a car, anything personal use over $1,450 would get them kicked off all that free stuff.
E-bikes, no bail, scooter rampage, pot use legalized was created by commi socialists who only want more democrat votes. They wanna erase & destroy this country and make another Amsterdam here, they flicking the dominoes one by one.
