It’s a familiar experience for pedestrians and bicyclists — a car or truck parked in a bike lane or on the sidewalk forces a detour into the street — and into traffic. When vehicles block these travel paths, it's not just an annoyance and safety hazard. It’s illegal.

Now a New York City Council member is pushing a bill that would give civilians the power to report bike lane scofflaws, as well as vehicles that block entrances or exits of school buildings, sidewalks and crosswalks. New Yorkers who submit evidence of a parking violation can earn 25% of a proposed $175 ticket. The Department of Transportation would review the evidence to determine whether an infraction has occurred, according to the bill’s text.

Council Member Lincoln Restler said the bill is necessary because the New York City Police Department, which has traditionally been responsible for enforcing these traffic rules, isn’t giving out enough tickets. The number of traffic citations issued in the city increased from fiscal 2021 to fiscal 2022, but remains nearly 50% below pre-pandemic levels, according to the Mayor’s Management Report.

“I feel the safety risks every day that are associated with illegal parking,” said Restler, who is a cyclist. “It’s even more problematic for the parent pushing a stroller or a person in a wheelchair who can’t get by on the sidewalk because of illegally parked cars. That’s why we are creating, in this legislation, a new structure to bring real accountability.”

If passed, the law would be the first time such civilian authority was extended to personal vehicles in New York. It’s modeled after the Citizens Air Complaint Program, which allows New Yorkers call in tickets for idling commercial vehicles for the same 25% reward.

Mine is a 76 Eldorado, 501 cid V8 gets 7 MPG in NYC traffic so I'm not driving around the block 100 times looking for parking or leaving it unattended to buy doughnuts. To many "have nots" jealous SOB bastards in this city.
Most such liberals, socialists, cockroaches, bike bastards and E-Nuts couldn't afford the hood ornament.
I never EVER park in a fire lane or bust stop, I paid my hefty registration fee to use these streets but also did my part selling off all but one of my contractor trucks. What else do these f~~king people want? Leave us hard working class "car people" alone.

Last, I can afford the ticket should the cops actually show up (in time, if at all)

My take is that many cops are sympathetic to drivers and shop owners who have been screwed by the proliferation of bike lanes. I could be wrong. Bicyclists, who almost always ignore traffic laws themselves, are catered to. Of that, I am not wrong.

The City could make a fortune if they ever enforced the ban on overnight commercial parking. It was always a problem, but it exploded during the pandemic, with trucks and vans with commercial plates parked everywhere.

How about a financial reward for reporting teenagers and gangbangers riding on their electric mopeds illegally on sidewalks and shooting off their guns and killing people in the process?

How about a financial reward for reporting bicyclists and those who ride their electric scooters and mopeds and knock down and run over people and leave them to bleed to death and not call for an ambulance like the man who was riding his electric moped and knocked down the actress Lisa Banes and left her to die in the middle of the street.

Rogue bicyclists, electric moped and scooter riders are putting pedestrians lives at risk as they walk down the street or walk across the street and Lincoln Restler, an enabler for reckless riders could care less.
